Norms get stricter for occupation certificates


The department of town and country planning (DTCP) has introduced an updated application procedure for granting occupation certificates (OC). This followed several allegations of irregularities in the old procedure. The DTCP director general claimed the updated procedure is stricter.

According to a senior DTCP official, they had received a number of complaints about discrepancies in the procedure for granting OCs, especially for the new sectors of 58-115.

"There have been claims that builders have sold projects to buyers on the pretext of having valid occupation certificates, though in several cases, the certificates were granted without water or power supplies put in place, as in the case of sectors 68-80," he said.

The Punjab and Haryana high court in January had ordered a stay on issuance of occupation certificates after Mukesh Sharma, a resident of Silokhra in Gurgaon, contended that by granting occupation certificates in Sectors 68-80, which do not have any authorized water connections or related infrastructure laid down by HUDA, DTCP was encouraging massive illegal extraction/purchase of groundwater by builders.

According to the office order, all senior town planners and district town planners in will now randomly verify 25% of all application files. "STPs (state town planners) shall ensure that a site has been checked and development work is complete," read the order. Arun Kumar Gupta, director general of DTCP, said, "It has been observed that OCs were granted for projects where work was incomplete, due to negligence of field officers. We have issued these guidelines to keep a check on such activity in future."
