Builders may soon have to sign up for pollution-control compliance for construction at the time of securing land lease from Noida, Greater Noida and Yamuna authorities. Gautam Budh Nagar's district magistrate N P Singh has written to all three authorities, stating such compliance be made mandatory for future lease agreements with builders in the district, with a rider that environmental law violations could lead to cancellation of lease.
The DM has also sent a notice to the CREDAI-NCR and western UP wings, urging builders to be ready to comply with 17 environment protection rules laid down by the National Green Tribunal regarding construction sites.
Singh told TOI on January 8 that an increased watch on the district's environment is central to his mandate. He said he may even go to the extent of imposing CrPC Section 144 (which empowers a magistrate to prohibit an assembly of more than 10 people in an area) and stop construction at project sites if he finds any of the 17 environmental rules being violated despite warnings.
"I have sent notices to CREDAI and met all builders to tell them about the need for constructing buildings in an environment-friendly manner. Dust flying at construction sites is one of the major causes of high PM 10 and PM 2.5 levels in Noida. This needs to be controlled. Some of the basic measures that the builders must take at the construction sites are regular sprinkling of water, covering of building materials and covering trucks carrying the same," Singh said.
The DM's office has already sent notices to a group of builders in sectors 74-79 for non-compliance of pollution control norms. "We will take more severe action in the weeks to come. It is not just enough to make apartments but also important to keep the city clean and pollution-free and the builders will have to comply with norms. We are ready to impose CrPC Section 144 and take serious action even if we do not find compliance," Singh said.
