Haryana Real Estate Regulatory Authority to let government panel focus on problems at condominiums

With the Haryana Real Estate Regulatory Authority (H-Rera) expected to be introduced in Gurgaon in the next three months, the Allottee Grievance Redressal Forum (AGRF) — which was earlier involved in mediating between developers and buyers awaiting possession — will now focus more on issues of residents who have already got possession.

According to officials at the department of town and country planning (DTCP), once H-Rera is notified, complaints concerning incomplete projects, where occupation certificates have not been granted, will be taken up by the new authority.

Hence, AGRF officials will focus on problems of those who have received possession and are facing problems with availability of basic services like connectivity, water supply, sewage, power infrastructure, etc.




"We get around 10-15 complaints about residential projects every day. A good number of these are from residents who have already got possession. With H-Rera set to take care of incomplete projects, at AGRF, we will focus more on other complaints," said R S Batth, district town planner (Gurgaon), DTCP.

Sources suggest another reason behind the shift is the rise in a number of complaints from buyers who have already received possession, often because none of the residential projects in the city have obtained completion certificates.




Gurgaon has over 1,000 residential condominiums and other plotted societies. Most of these only have acquired part-occupation certificates — for individual towers instead of the entire society — for the sake of giving possession to some of the buyers, while much of the work on basic and common infrastructure, such as water supply, sewage systems, is still pending.

For instance, most societies on the Southern Peripheral Road (SPR) and along Dwarka Expressway, lack basic amenities.
